Following Germany’s triumph in the Great European War, as described in “Gray Tide In The East”, and the subsequent expansion of its power, influence and military strength, there are few countries in the world that are not affected and even fewer that do not expect Germany to use the slightest excuse to take control of them if the opportunity arises. For Emperor Charles the First of Austria, there are other problems. Ethnic unrest threatens the break-up of the Empire, and he is well aware that Germany will take advantage of it. He has a plan to stabilise the countries within his control, but that will not placate Germany and already Charles is facing civil unrest and the threat of revolution.
