A Murder of Crows by Jane Wallace-Knight
Carl "Bear" Barnes loved working for C.L.A.W, a shifter section of MI6. Not only has he made a home for himself there, but he might have found his mate, even if the other man does seem oblivious. Crow shifter Benjamin Clearwater joined C.L.A.W. looking to escape his past. A tech genius, he found it easy to hide in his work, keeping everyone at arm's length. He always knew, though, that a fresh start wouldn't be that easy. When a ghost form his past threatens everything, making Benjamin look guilty of a crime he didn't commit, he knows he must go on the run in order to clear his name. Bear's feelings might seem one-sided, but won't let Benjamin go it alone. A game of cat and mouse, a twisted treasure hunt, and the fact that they keep almost getting blown up isn't going to put him off as they travel over England trying to hunt the man who's hunting them.
