Swampworld West by Perry A. Chapdelaine
Earth is desperately off-loading its vast population to new colonies in space. Colonies like Swampworld. A tranquil planet of shallow waters and mudflats, where the inhabitants, the Splurgs, are intelligent, gentle beings. So Swampworld appears to the newly-arrived immigrant party.

But the Splurgs suffer from periodic attacks of an insane blood-lust when they kill, not only each other, but any live thing that stands in their path. And until the reason for the Splurgs' fatal flaw is found, the community on Swampworld will live in constant fear of total destruction.
